I believe the process has changed slightly. Make sure your subscriptions and in-app purchases are in "Ready for review" state and submitted under "Drafts". Add app build on the app version page and instead of creating a new submission, add it to the drafts you created earlier, The submit for review button should now show up to submit the new app version plus your in app and subscriptions.
