I have been trying to enroll in the developer program for over two weeks. When I enroll, it fails saying ID verification rejected, and I must contact support. I contacted support, and they tell me they "Reset" it and to try again. Same issue. I try to contact support again, and they say they've "confirmed" one of my "trusted devices" is already associated with a developer account, which doesn't make sense to me since I have never had a developer account (which is why I am trying to enroll). Furthermore, I have no idea why a "device" has anything to do with a developer account (should it not be associated with a person and not a device? do you have to enroll in the program for every device? what does a device have to do with my developer enrollment)? Calling support results in a long wait on the phone followed by learning they are just "tier 1" support, and can't help and I have to wait several days again for a perfunctory email answer that doesn't resolve the problem.
Does anyone have any advice for solving this problem? Or is this convoluted and frustrating process just the way it is, and maybe I should just give up on developing for Apple?
