only applications that have screentime associated with them will show up in the report the way you have set up. Can save your user's selection to appgroup & append apps that do not have time in the report to get the list. applicationtokens should be the same between contexts so can use that as a unique identifier

Was granted for main application in only 2 days. Didn't realize extensions each needed their own submissions. Now at 10+ days with no word back on extension approvals. Just word of caution for others to submit extensions at same time as main application.

For anybody here in future. Ran into same issue. I had new year of membership & had already accepted agreement in apple.developer. For some reason navigating to devices > removing any unused devices seemed to fix my issue & allowed me to accept the agreement in app store connect. Essentially, fix the banner in your devices section & it updated my banner in the agreements section to allow me to actually review.
