Just want to say im running into the same thing. But I have a workaround doing this: Go to app store connect -> business. Something like: https://appstoreconnect.apple.com/business/******* Click on "Directive on Administrative Cooperation - 7th Amendment" This should be on "No" for most people Just click on "Done" After that my app goes trough no problems. But next deploy its broken again and I need to do it again. Seems like it switches or fixes only for one submit cycle
