I had the same problem. I configured the app for manual release. After being approved by the app review, I clicked release and the app had the status "Developer removed from sale" I had the same problem with two apps. At first I sent a second version (1.1), when I sent it for review, version 1.0 was ready for sale. But I did not do anything. In the second app, I didn't send build 1.1 for review and a few hours have passed and the app is still unavailable.
