Same here, issue happens no matter with App Store Connect web or API (fastlane)

No new scope has been added in iOS 16 unfortunately

Widgets and live activities are working with iOS 16.1 beta 4 & Xcode 14.1 beta 3. However there seems to be a change in beta 4 that an app can only have one activity in dynamic island.

This issue seems to be fixed with beta 3
