On iOS18.1, leaving Apple Intelligence on, this fixed it for me (at least with the Okta Verify app). Settings - Notifications - Summarize Previews - Turn ON (I had turned it off after upgrading...) And ensure your app(s) in the list underneath it has it enabled too (I left them all enabled).

With the Okta it's more around 30 seconds... The notification is received by the app immediately as its badge count changes, or if the app was already on screen it appears immediately. But if the phone is at the lock screen and/or home screen and/or running other apps, the notification is delayed by at least 30 seconds.

This is likely a big "oops" from Apple. I too received it at both my main job where we only distribute free apps without any banking info setup, and my side-business account where the banking info is instead correct. Both accounts are US-based.
