Thanks @adeel-k !! It worked. If I tried payment through the Developer app it never worked. The solution was to use Safari in my iPad and then visit https://developer.apple.com/ in the "Account" section, look for the Renew now button (or something like that), after that I used the same credit card as before but now it asked me to update some Address information. The payment went trough immediately. Good luck!
