For those coming here later, this bug appears to be fixed in macOS 13.2

FYI It looks like the entitlement might be needed for macOS. See here: https://developer.apple.com/documentation/bundleresources/entitlements/com_apple_developer_contacts_notes?language=objc It's tagged with iOS13.0+ and iPadOS13.0+ only, but the text inside says "macOS 13 or later". Regardless, it does say it's needed only if you are updating the Notes field which is not the case in the App or the Sample code filed with the bug.

+1 Thanks for the heads up. Just tried myself again and it's working for me now too. Feels like it's just Apple engineers (accidentally) introducing bugs into the "system" so I doubt they would want to advertise this in any "system-status" page. It's also hard to gauge how many developers a problem like this is actually effecting. Probably not all?

+1 ... Was working February 23, 2002 but now May 12, 2022 it is NOT working again. (Original bug filed November 17, 2021) Updated my report FB9766203 and referenced the report numbers listed above. Have not updated macOS version NOR Xcode version so no changes on my end. But I have since released a new version of the App and am now trying to use my development environment/repository again for the first time since that release.

Also now working for me w/ 10.15 and 11.6. Interestingly though, there has been a change in behavior because there is no prompt to log in using the sandbox user id credentials in either Big Sur or Catalina. (Am also logged out of the App Store). So no authentication at all - it looks like they just opened up the receipt processing altogether.

@eskimo Bug is now marked "Investigation complete - Unable to diagnose with current information". Any idea what additional information they needed? I've tried asking but no response.

Just FYI @eskimo - I filed a DTS incident on November 16, 2021 (786198789). They told me to file a bug report which I did (FB9766203). Although all the needed information is in the bug report, no further response. When I followed up with the DTS team afterwards, I received: "Engineering just contacted you for more info on this feedback. Please continue to track the problem via the bug report. This TSI is now closed." There appears to be no way to escalate the issue w/ Apple anywhere, and I have not been able to get a receipt for 6 weeks now.
