I fixed the issue by simply setting the price to $0.0 under App Price & Availability. There is no need to upload a new app version.

I see that I can set the price to $0.0 from "Price Schedule" but I'm not sure if that'll make it a free app while still keeps it as in-app purchase. I must have made a mistake by setting the price in 'Price Schedule' so the app shows as paid app. I did set the price for In-app purchase. I was prompted to set app availability and price when submitting for preview even I already did at the in-app purchase section. I think that's where I got confused.
