I'm having the same problem, preventing me from validating. ITC shows "Apple Developer Program License Agreement Updated", but I signed the latest yesterday (18 October) and the agreements section shows it as signed. Validate shows: "STATE_ERROR.DPLA_OUTDATED_ERROR"
