Also having same issue, apple website seems to break/freeze and responds with status 401. Console says unauthorized but no gui UI message? Do you need to pay on developer.apple.com before accessing appstore.connect.com? Would be nice if apple could throw a message/update rather than leaving user stuck on unresponsive webapge.
