This issue is still occuring. I have updated all my business agreements including Part XX of ITA compliance but still I get this blocker and not able to submit apps for review. Sent an email to Apple support 4 days ago but no response. Disappointed with Apple support and quality of App store connect. Many people seem to be reporting this issue for over 4 weeks and still the issue is not fixed properly.
