I've downloaded 15.0 from here: https://download.developer.apple.com/Developer_Tools/Xcode_15/Xcode_15.xip It didn't work at first, even with xcode-select indicating it's the right Xcode being used. But, after deleting 15.0.1 and renaming 15 Xcode.app (to the default name), my build was accepted by Apple.

I've filed a bug report: FB13328839. It is possible to work around the problem by deleting 15.0.1 and installing 15.0 from https://download.developer.apple.com/Developer_Tools/Xcode_15/Xcode_15.xip
