I am having the same issue: All builds suddenly expired. Newly uploaded builds don't work either. In testflight I always get the error: Could not install ... The requested app is not available or doesn't exist. I have created a Apple Developer support ticket (20000140511690), which took about 2 week to escalate to senior, then to engineering team. With the answer: "Please allow them 48 hours to resolve the issue, and then upload a new build to continue testing." Well, after those 48h and uploading multiple new builds, nothing has changed.
