I have added a colleague of mine to a new development team and we were having the same issue. I noticed that when I selected her name in App Store Connect, under Users and Access, under "Apps" she had selected "All Apps". I have changed that, and only selected the one application in the account, and after she refreshed App Store Connect, everything worked as expected.

For me the process still fails every time. I've tried this several times since I started the thread without any change.

In that case, please check for agreements in all of your teams. Unfortunately that's not really an option for me. I am a member of more than 10 teams, and I don't have the contact information of all the account holders to accept all agreements. Is there any other way this can be solved from XCode?
