If you will want to come back into the developer program later, you will need to make sure that you won't make the same mistake and explain the app review board the changes you will make in order this won't happen again. What was the chronology of the steps you took? Did your app get rejected? Do you think you did something wrong, like purchasing reviews, or impersonating another app (same / similar icon, app name,..). Did you use any third-party libraries in your app, that could steal user data? I hope you will find the issue and find success on the App Store in the future Best of luck

The app is made only for your brother? How he will install it - testflight? Why you didn't use the web application? In short, if the app is made only for your brother it won't be accepted on the app store.
