I've got the exact same problem. Enrolled 3 days ago and even got an explicit email from Apple saying "You now have access to App Connect", but still when I login I det the "Your Apple Account isn't enabled for App Store Connect." error and can't publish any apps from Xcode. Still waiting for Apple support to get back to me, but wonder if you ever found a solution?
