Sandbox payments - iPhone>Sandbox>Subscriptions is empty, after I did a sandbox payment. Why? My Apple tester sandbox account email is not an accessible email address (fake), so how can I bypass two factor authentication with it?

We get this message after distributing a Safari extension from xcode to itunes connect. Any idea what it means and what should we do to solve this error?
