I have the same issue when trying to install a macOS app. Upload succeeds but I can't download it, and get the same "TestFlight is currently unavailable. Try again." I emailed dev support a couple days ago about it and only got back that my app was ready for internal testing and to install at my earliest convenience. Which I cannot do with the TestFlight issue :/
