Same issue here on a newly created developer account.
Account renewed: 2026-07-29 (first app on this account)
Build 0.8.1 (46.1) uploaded on 2026-08-01, processed, "Ready to Test", distributed to internal testers
On the device, TestFlight lists the app under "Currently Testing" as
"0.8.1 (46.1) · 90 days", but tapping Install always fails with:
"Could not install [AppName]. The requested app is not available or doesn't exist."
Every build behaves the same. The app has never been published.
Already verified/tried:
Free price point saved; availability = 175 territories, all "Available on App Release",
none stuck in "Processing"; the error persists [24+] hours after saving the price
Free Apps agreement Active; export compliance declared in the binary
Media & Purchases is signed in with the invited internal tester's Apple ID
Reinstalling TestFlight with a Media & Purchases sign-out did not help
Unlike some reports above, creating groups/public links in App Store Connect
returns HTTP 200 — no ENTITY_UNPROCESSABLE.BETA_CONTRACT_MISSING in the network log
No relevant incidents on the developer system status page

This looks like the same stuck server-side availability/beta record on a fresh
account described in this thread. Could this please be escalated to the App Store
Connect engineering team? Happy to provide a sysdiagnose or screen recording if needed.
