Yes. The file providers need to support this and I believe Dropbox finally does. I'm hoping that as iOS 16+ becomes a requirement for the storage provider apps, more will add support by switching to NSFileProviderReplicatedExtension.

This comment from KMT is old but it is so naive that it needs a reply. Anyone having dealt with app review for longer period of time will run into weird decisions and trigger happy reviewers that either misunderstand the rules or misunderstand the app they are reviewing. It might be the developer conduct that is the issue or it might not. Pretending App Review doesn't make mistakes is extremely ignorant.
