Same problem with the latest version of my macOS app which was approved for Beta testing. Could not install. TestFlight is currently unavailable. According to the developer status page TestFlight is available. Is this a problem for macOS apps only?
I read more about local network access in TN3179: Understanding local network privacy, which allows local network access from the iOS simulator, at least until Sequoia 15.4. Looks like the iOS simulator is not granted local network access permission. I filed a bug as FB17109451.
