We started seeing this same issue today as well. Our build process hasn't changed and we just started receiving the error about the invalid certificate. I filled out a bug report with more information: https://feedbackassistant.apple.com/feedback/11891001

Our nightly build succeeded as well as subsequent builds, so it appears the certificate has been updated.
