Not yet. Support team says you should ask from your financial institutes why the payment returned.
I contacted them and they said that in 30 days Apple didn't accepted your payment so it was automatically returned to your account.
From January 16th I am waiting for a solution from Developer Support.
I suspect It is all because of a new License Agreement which we signed lately. But It came on 7th December, right the next day after purchasing a renewal. But I didn't saw this e-mail
