I also just encountered this trying to upload an IPA yesterday. It still happens as of this morning. It sounds like it might be a "wait for the server to fix itself" situation? I've made sure that my bundle ID is correct on appstoreconnect.apple.com - it hasn't changed in years.

This just started happening to us today as well. Sounds like maybe it’s an issue on the Apple Developer side of things?
