I'm experiencing exactly the same issue. My app update is not entering the review process at all. Although the tvOS and macOS versions of the same app have already been approved, the iOS version is still waiting for review. Unfortunately, since all platforms share the same sync state, iOS users are currently unable to benefit from these updates, and this is causing a lot of problems.
