I am experiencing the same problem, and I've submitted FB11608466 to Apple.

I am seeing the exact same problem. I've reached out to Apple Developer Support via Email.

Apple responded to my report from Sept 2022 (FB11608466) and asked to verify this issue with iOS 16.5 RC. However from my testing, this problem still occurs with iOS 16.5.
