Confirming the same behavior: all agreements (Free/Paid Apps) show as Active, banking and tax info are Active, nothing pending. Yet I'm getting ENTITY_UNPROCESSABLE.BETA_CONTRACT_MISSING both on internal testing ("app not available or doesn't exist") and when submitting for external beta review. Builds show as VALID/Ready to Test, so this isn't a configuration issue on my end. I've already tried removing/re-adding testers and uploading a new build — no luck. I opened support case #102944770150 on July 17 and still haven't received a response. Adding it here too — this looks like an unresolved backend bug despite the DTS note from February 2026 that it was supposedly fixed.
