Thank you for your response, per my understanding the "You're not eligible for this offer" is displayed after the user has entered the payment details. The user was kind enough to share the screenshots with me. Also included the subscription details to confirm that the previous monthly subscription had expired.

Same issue two years later, unbelievable.....
