We are seeing the same issue. I might recommend Apple provide a faster way to report critical outages to them. They seemed rather slow to acknowledge the issue when we reported it to them and it was difficult to find a way to report that we were seeing major outages with Xcode Cloud. https://developer.apple.com/forums/thread/760552

Xcode Cloud will not let developers use Xcode version 15.0.

It appears to be fixed.
