I am noticing a similar issue, but for ~60% of crash occurences. Rest of the feedback flows through to AppStoreConnect, but crash logs are missing from a large chunk of feedback. These are real customers, so we arent sure of the device settings for Share Analytics, but I read that TestFlight feedback is always sent and isnt dependent on this setting.
