We are experiencing exactly the same situation right now. Multiple apps are stuck for weeks in “Waiting for Review” and sometimes randomly move to “In Review” for a few days before going back again. We already sent many support requests and emails to Apple, including expedited review requests, but there are basically no responses or updates from anyone.
