Hey Andrew, did you reach a resolution to this issue? I’m experiencing the same challenge. I have two developer accounts, both with the same phone number. The account I cannot access due to “too many codes” issue is not associated with a device, only phone number. I’m backpacking around South East Asia and suddenly logging stopped working. The issue won’t clear itself no matter how long I wait. I’ve been locked out for 6 weeks and tried recovering the Apple account but without success.

Same here and I’ve been experiencing the issue for about 6 weeks. I’ve tried account recovery but the issue remains even after changing phone number. I have waited 48 hours between attempts and the issue remains. The Apple account is not associated with a device because it’s a work account and I don’t want it linked to my personal devices. The annoying thing is contacting Apple Developer support requires me to be logged in, which I cannot do.
