Same here and I’ve been experiencing the issue for about 6 weeks. I’ve tried account recovery but the issue remains even after changing phone number.
I have waited 48 hours between attempts and the issue remains.
The Apple account is not associated with a device because it’s a work account and I don’t want it linked to my personal devices. The annoying thing is contacting Apple Developer support requires me to be logged in, which I cannot do.
