No way to accept Updated Program License Agreement

When I login to my Dev account, I get a banner that says "The updated Apple Developer Program License Agreement needs to be reviewed. In order to update your existing apps and submit new apps to the App Store, the Account Holder must review and accept the updated agreement."


However, when I go to Agreements, Tax, and Banking, I see both Free Apps and Paid Apps agreement, but when I click on View, there's nothing for me to accept. It's a pop-up window with a list of countries and a button at the end that says "Close". And that's it. No other action is possible. No other option either under the Action column.


So then how can I review and accept it?

Same issue. Trying to get through to them on phone support.

Hopefully found an answer! I spoke to Developer Tech Support and apparently my App Store Connect account was connected to both my Personal developer account and another Business one from a company I used to be associated. I had to leave that old team's account within App Store Connect and then reload. My association with that account is now severed and hopefully within 24 hours I should be back up and running!

FINALLY FOUND THE ANSWER!

Call Apple Support.

We can't fix it ourselves. They have to fix it manually over the phone. It took waiting on hold for 3 minutes but it's all sorted now.

Use the Apple Developer Contact page to get in touch with them.

Visit https://developer.apple.com/contact/topic/select and then select "Membership and Account" then "Program Purchase and Renewal" and then select a call back.

We have the same problem now. Was someone able to solve the problem via email with the Apple team? How long did it take?

We accepted the new agreement on December 14th. Unfortunately, the App Store Connect system did not notice this. Now it is not possible to update the apps.

I was able to resolve this issue by simply logging out of my App Store Connect and Apple Developer accounts, clearing my browser cache, and logging back in. The Developer Agreement was already accepted from the first attempt but, this time, I was able to accept the additional agreement in the Agreements, Tax, and Banking section of App Store Connect. Hope this helps someone!

The second Apple employee was able to help me via email. I was able to agree to the agreement and update the app. It took two days with the email support. In the time of the holidays it is a good response time in my opinion. Thanks to the Apple team for the quick help.

I have a similar strange problem.

Today I discovered that I cannot longer notarize my macOS app (outside AppStore): "Error: You must first sign the relevant contracts online. (1048)". I tried on 3 Macs, no VPN.

I check developer.apple.com > App Store Connect > Agreements, Tax, and Banking. I see updated License Agreement. But I cannot sign it. There is no sign or accept button! Why?

I'm a holder and admin of this Apple ID for our small team. I tried in Safari and Chrome.

I contacted with Apple support. And they manually approved the updated contract. Now I can notarize macOS apps.

I am having this issue and have been waiting on them for 3 days now. NO HELP. They just keep saying they have escalated this to operations teams and there's no workarounds/manual agreement to terms possible. The ball is completely in their court and I cannot upload a new build until it's fixed. I am frustrated beyond belief-- I have a huge update!

I had the same issue with chrome browser. When I open https://developer.apple.com/account in Safari browser, it worked

Very frustrating. Been dealing with this issue for the past 48 hours. Apple can't seem to find out whats causing the issue. Terrible!

It's 11th December 2025, and I am facing the same issue. I accepted the agreement on https://developer.apple.com/account, and the status in the Agreements section shows it was accepted on 11th December. However, on App Store Connect, it still shows: "The Apple Developer Program License Agreement has been updated and needs to be reviewed." and I can't create a new App. I tried calling them, but I can't find my country extension in Apple's call list. I sent an email to support, but they haven't replied. What should I do?
