Failed to register for Apple developer program due to changing device

When registering for the Apple developer program, I switched to my friend's phone to take photos and then switched back to my Mac mini to continue registering, but it failed.

I contacted customer service and they said they couldn't handle it. Does this mean that my personal information will no longer be able to register for the Apple Developer program?

Is there a way to solve it?
