First IAPs stuck in draft ("add an app version") while version 1.0 is in rejected submission

I created my in-app purchases (one non-consumable, plus a subscription group with two subscriptions). All have review screenshots and show 'Ready for Review.' But I can't add them to my app version for review.

My version 1.0 was rejected under Guideline 2.1(b) because the in-app purchases weren't included. The version page shows 'Update Review' and has no 'In-App Purchases and Subscriptions' section. When I click 'Add for Review' on an in-app purchase, it goes into a separate draft that says 'Unable to Submit for Review: To submit your items for review, add an app version for the selected platform.'

How do I get my in-app purchases and my app version into the same submission? Should I remove version 1.0 from the rejected submission first?

Solved, posting the fix in case it helps someone else.

The problem was that my app version was stuck in the rejected submission. Every in-app purchase I added went into a separate draft that couldn’t connect to the version.

What worked:

  1. Open the rejected submission (App Review > the submission with ‘Unresolved Issues’).
  2. Hover over the app version row under Items Submitted. A red minus appears on the right. Click it and confirm Remove. Wait for the status to change from Processing to Removed. This doesn’t delete the version, build, or metadata.
  3. Add every in-app purchase to the same draft. Subscriptions need to be added one by one, not just the group. Otherwise you get ‘New subscription groups must be submitted with an auto-renewable subscription from within that group.’
  4. Go to the app version page. The button now says ‘Add for Review’ instead of ‘Update Review.’ Click it and choose the existing draft.
  5. The draft then says it will be reviewed together with the iOS version, and Submit for Review works.

In my case the version didn’t join the draft automatically after removal, so step 4 was needed. Credit to this thread, which pointed me in the right direction: https://developer.apple.com/forums/thread/841193

Thank you so much for posting the step-by-step solution! It solved the exact same issue for me.

My app version was stuck in the previous submission, and the IAP remained in a separate draft. Following your instructions, I removed version 1.0.71 from the old submission and then successfully submitted the app version and IAP together.

The new submission is now marked as “Waiting for Review”.

I really appreciate you taking the time to share the solution. It saved me a lot of frustration!

Kind regards, Joost

You are welcome! I am so glad it helped. I was stuck going back and forth with Apple Support for weeks without a resolution.
