W-8BEN line 2 locked with the wrong citizenship, Finance not replying

Same problem as threads 847696 and 80916, still happening in October 2026.

I'm a Brazilian citizen living in the UK, enrolled as an individual. The U.S. Certificate of Foreign Status I submitted on 28 September recorded United Kingdom on line 2, and the W-8BEN copies it into its line 2 (citizenship) as locked text. I can't submit a W-8BEN with the wrong citizenship, so my Paid Apps Agreement is stuck at Pending User Info.

Finance case 22532856 has had no reply since 28 September apart from the automatic acknowledgement. Has anyone had this reset? Did it take a phone call, or did someone at Apple reset the tax forms for you?

I’m experiencing a very similar issue. I’m a Slovak citizen currently residing in the UAE, but App Store Connect locks my W-8BEN Permanent Residence Address to my Slovak Developer Program enrollment address. I have not submitted the form because I don’t want to certify incorrect residence information.
My Finance case has also been open for more than three weeks with multiple follow-ups and no substantive response. I’ve now escalated through Developer Support as well.
If you receive any resolution or manual reset from Finance, please update this thread. I’ll do the same if Apple resolves mine.

Hello, I've had the same problem since October 1st. I never get a response? What kind of path should we follow?

Same here, It is fixed as Germany, but I am not a german citizen, i just live here. I wonder if it is Country (germany) or Region of Citzenship (Brazilian in my case)

Update, 16 October. Still blocked, but I now have the technical detail.

On the W-8BEN page, line 2 is a <select> that arrives from the server already disabled, with a single option: United Kingdom (value GBR). Brazil is not in the list at all. So the page is fed one country, taken from the address on the developer account, and that gets treated as citizenship. In my case it was first written into the Certificate of Foreign Status on 28 September as "country of incorporation", which makes no sense for an individual, and the W-8BEN copies it from there.

jakefrog: line 2 of the IRS form is country of citizenship, not residence. If you're not a German citizen, I wouldn't sign it as it is.

What I've tried so far: Finance case 22532856 (28/09, follow-ups 1/10 and 6/10), two contact-form requests (5/10 and 7/10), Program Enrolment case 102992313470, Feedback FB 25135399 and two emails to Executive Relations (10/10 and 14/10). The only replies were the automatic ones, and the phone option on the case has said "temporarily unavailable" every time I've opened it.

Four of us here now, four different countries. If you haven't filed it in Feedback Assistant yet, please do and mention FB 25135399 so they get grouped. I'll post here the moment anything moves.

I’m experiencing the same issue as an individual developer living in Armenia. App Store Connect has automatically filled in Armenia as my country of citizenship on line 2 of the W-8BEN, and the field is locked. Armenia is my country of residence, but I am not an Armenian citizen.

I contacted Apple Finance more than two weeks ago and sent a follow-up, but have only received an automatic acknowledgement so far.

This is blocking our tax setup and our launch with in-app subscriptions. I haven’t submitted the W-8BEN because I cannot certify the incorrect citizenship information.

Has anyone managed to get Finance to reset the prefilled information or accept a correctly completed W-8BEN manually? Could someone from Apple clarify the procedure for individual developers whose country of residence differs from their country of citizenship?

I have the same issue. My Apple ID is registered in Kazakhstan, but I'm not a citizen of Kazakhstan. However, my W-8BEN form is locked and shows the wrong country of citizenship. I contacted both Apple Finance and Membership and Account Support five days ago, but I haven't received a response yet.
