App Review team assistance needed: IN_REVIEW vs Waiting for Review, cancellation blocked

Dear Apple App Review Team,

We urgently need your direct assistance with an unresolved App Store Connect problem. The review submission reports IN_REVIEW, but the app version page still displays Waiting for Review. We also cannot cancel the submission.

App ID: 6742818389 Review submission ID: 82cc0765-b32a-45e2-afef-058ede4ecb95

We contacted Apple Support in Korea. The representative told us that the App Review team needs to take action and that it would be handled, but the issue still has not been resolved. We are posting this update to ask the App Review team directly for help.

Our previously verified technical checks showed the parent submission as IN_REVIEW and its only app-version item as READY_FOR_REVIEW, while the app version page showed Waiting for Review. Cancellation failed both in the web UI and in a direct authenticated web-session request. The latter returned HTTP 409, STATE_ERROR.ENTITY_STATE_INVALID: "Resource cannot be canceled at the moment, please try again later". A subsequent read still returned IN_REVIEW.

The update was submitted on October 14, 2026 at 06:25 UTC. Our expedited-review request was accepted, but the reported issue remains unresolved.

App Review Team: please examine this submission directly, confirm whether the review is progressing normally, and help resolve the conflicting states and cancellation blocker as soon as possible. If App Store Connect engineering intervention is required, please escalate to the appropriate team and provide a concrete update or next step. We would sincerely appreciate help completing the review promptly.

This situation is extremely frustrating and we are genuinely desperate for assistance. Please let us know if any action is required from us.

Thank you for your help.

Hi,

I’ve read through your report, and based on the information you’ve provided, this looks like a possible App Store Connect submission-state synchronization issue rather than a problem with your app itself.

Since you’ve already tried cancelling through both the App Store Connect interface and an authenticated request, and received HTTP 409 (STATE_ERROR.ENTITY_STATE_INVALID), I would suggest the following:

  1. Verify the account permissions. Make sure you’re signed in as the Account Holder, Admin, or App Manager, as Apple requires one of these roles to remove a submission from review.
  2. Check both official cancellation options. In App Store Connect, open App Review → Submissions and try “Cancel Submission”. Alternatively, open the affected app version and select “Remove this version from review”, if available.
  3. Escalate through Apple Developer Support. If both options fail, as your previous testing suggests, contact Apple Developer Support and explicitly request escalation to the App Store Connect engineering team. Include the HTTP 409 error, submission ID, app ID, affected statuses, and timestamps.
  4. Request a server-side investigation. Ask Apple to verify whether the submission is actually progressing through App Review or is blocked by an inconsistent backend state. If necessary, request that Apple correct the state or safely cancel the submission on their side.
  5. Keep the existing support case open. Reference your previous support conversations and the accepted expedited-review request so that Apple can connect the information to the same submission.

I would avoid repeatedly cancelling, resubmitting, or using undocumented internal endpoints until Apple confirms the submission’s actual state.

Apple’s official documentation confirms that submissions can normally be cancelled during review, so a persistent state-related error deserves further investigation.
