App stuck in Waiting for Review for 14 days; agreement accepted but App Store Connect still shows Cannot Sell

Our first app (Apple ID 6812830390) was submitted on 5 October and was never opened by App Review. We resubmitted it as version 1.0.1 on 14 October and the expedited review request was accepted the same day, but it is still Waiting for Review.

We accepted the updated Apple Developer Program License Agreement on 18 October. The developer account page confirms it ("Issued October 14, 2026. Accepted October 18, 2026."), but App Store Connect still shows the banner saying the agreement needs to be reviewed, the Free Apps Agreement still reads "Active (New Agreement Available)", and the app shows Cannot Sell in every territory.

Support cases 102994334515 and 103001365442 are open with no reply yet.

Has anyone seen the agreement status hold a review like this, and how was it cleared? Thank you.

Update, 22 October: still Waiting for Review, now 17 days since the first submission and 8 days since the resubmission. All agreements (Program License, Free Apps, Paid Applications) are accepted and Active, the App Store Connect banner is gone, and the same build passed TestFlight beta review. A second expedite request was accepted today. Still no reply on support cases 102994334515 and 103001365442, and no phone option is offered for this account. If anyone at Apple can check whether submission 6812830390 is stuck, I would be very grateful.

We've been stuck since Oct 12. Escalation is ineffective and after a 2hr wait on the phone, they told us it's a 'waiting game' now. No visibiility into what's going on and Apple shuts down their phone call back support when they want.
