App Store Connect MRDP compliance form returning HTTP 403 — unable to submit app
I am currently blocked from submitting an application through our Apple Developer Organization account because of an error with the MRDP (Model Reporting Rules for Digital Platforms) compliance form in App Store Connect. When I go to: App Store Connect → Business → Add Information Apple opens the MRDP compliance form. The form asks whether our apps provide personal services. For our application, the appropriate answer is No. However, when I select No and try to complete the form, App Store Connect displays: "We are currently unable to process your request. Please try again later." This is not a browser/cache issue. I have reproduced the exact same problem using: Chrome Chrome Incognito Safari I also checked the browser Developer Tools, and the request to Apple's MRDP endpoint is returning HTTP 403. Specifically, the request to the /ppm/complianceform/.../formConstraints endpoint is being rejected by Apple's server. The result is that I cannot complete the MRDP requirement and therefore cannot proceed with submitting the application. I have already contacted Apple Developer Support about this issue, but I am concerned that the issue is not actually being reviewed because the responses/support process has been extremely slow and, in some cases, completely unresponsive. What I need from Apple This appears to be an App Store Connect backend/account-state problem, rather than something that can be resolved by changing browsers or clearing cookies. Could someone from the App Store Connect/MRDP engineering or account team please investigate why the formConstraints request is returning HTTP 403 for our organization account? We simply need to complete: MRDP → No → Done but Apple's backend prevents us from doing so. This is currently blocking an actual App Store submission, so I would really appreciate either: A fix to the MRDP compliance form/account state, or Escalation to the team responsible for the /ppm/complianceform service. If anyone from Apple is able to look into this, I can provide the relevant support case number and screenshots privately rather than posting account-specific information publicly. This has already been reproduced across multiple browsers, so please do not simply suggest trying another browser or clearing cache. The HTTP 403 response from Apple's own endpoint indicates that the request is being rejected server-side.

Individual → Organization migration stuck with no response from Apple Developer Support
I requested to convert my Apple Developer Program membership from an Individual account to an Organization account because Apple App Review required our financial-services app to be submitted through an Organization account. Apple Developer Support initially responded and confirmed that they could proceed with the migration. I then provided all the requested information, including confirmation that I am the founder and the organization's legal entity and D-U-N-S details. The case was subsequently acknowledged and the migration appeared to be moving forward. However, after providing the requested information, Apple Developer Support has effectively gone unresponsive. Timeline: August 3: Apple Support contacted me regarding the organization migration. August 4: I replied and referenced my previous migration case. August 5: Apple confirmed they could proceed and requested/confirmed the required organization information. August 5: I provided the requested information, including founder confirmation and the organization's D-U-N-S information. August 7: Follow-up sent requesting an update. August 10: Another follow-up sent after receiving no response. August 16: Still no response or meaningful status update. The migration case is 102847879432. At this point, I have also asked Apple to cancel the migration, because we urgently need to publish an update to an existing application under our current account. I am concerned that if Support is not responding to the migration request itself, there is no way for us to know whether the cancellation request will even be seen or processed. This is becoming particularly problematic because Apple's App Review has already blocked another submission specifically because it was made through an Individual account and instructed us to use an Organization account. We have been trying to follow Apple's requirements, but we are now stuck between an Organization migration that is not progressing and an App Store Connect compliance issue on our existing Organization account. I understand that account migrations may require manual verification, but 11+ days without any meaningful response after Apple confirmed the migration could proceed is extremely difficult to work with, especially when the account is needed for active App Store applications. Has anyone recently experienced an Individual → Organization migration getting stuck like this? More importantly, has anyone found a way to get the Developer Program membership team to actually review or escalate a pending migration/cancellation request? I would really appreciate any guidance from Apple staff or developers who have successfully dealt with this recently.
