Hi, what's the minimum age for app signing with the free account?

Hi, I have a question: Can you distribute an open source application on the App Store? Under which licenses? I've seen a lot of confusing information on the internet.

When I change tab on the tabBar my app can't change the progress bar on the first tab and the app crashes with a "found nil" error if I try to change it.
