Just a follow up. For cleanup you will still require Apple assistance to delete the orphaned items as Apple will block the deletion of these items.

I'm pursuing solution 2 above as solution 1 requires Apple involvement. This effort would need to be communicated and coordinated over Apple's only support path for this type of issue, which is email. The amount of time that this would take is simply unacceptable in my situation.

This has been confirmed via the App Store Connect API and documentation. There is no public API available to reset or clear the state of these orphaned items. The documented behavior is such that removing an item from the draft submission resets its state. This failed. This is a bug.

Tomato doesn't have a solution. The accepted solution has been posted.

This is not good. I've contacted support twice on the phone and they were unable to help.

This may be a different issue. Usually when that happens it's because you don't have all the required meta data associated with the IAPs. Click around a bit and you'll likely find some missing metadata that should resolve this issue.
