Reply to (BUG) IAPs and first auto-renewable subscriptions stuck in “Ready for Review” but not in Draft Submission
The issue ia likely a bug in App Store Connect. The internal records remained stuck in a review-ready state even though they are no longer attached to any visible submission. The system still considers them active or “inflight,” preventing them from being added to another draft or replaced. There are only two possible solutions: The orphaned review associations need to be cleared or the records reset to an editable, pre-submission state. This will require involvement from the correct group at Apple. Recreate IAPs and Subscriptions. Keep in mind that you cannot reuse the same IDs so your app will also need to be updated to utilize these new IDs.

Here's another question on this topic. What is the format of the "expires_date" field. Some documentation says RFC3339 other documentation says "in a date-time format similar to the ISO 8601." ("similar to" doesn't inspire me with confidence). In my experience its neither RFC3339 or iso8601. I've been using: @"yyyy-MM-dd HH:mm:ss VV" which seems to work "most" of the time. Anybody have any insight into this?

Reply to Unable to attach In-App Purchases to Draft Submission
There is apparently bug in the system that allowed the IAPs to be orphaned in the incorrect state. My solution was to recreate the IAPs and submit a new version of the app using these new IAPs.
