Having the same issue for INTERNAL users. Also cannot submit a build to external, just getting an error message saying missing information in the form, but everything is filled.

This just happened to me today. One country, downloaded all versions of my app. Did not even know it was possible. Did you hear anything from apple? They did not use the app though (as they made no calls to my server), only downloaded it, so I am guessing it is being used for some training or analytics.

The issue prevails. It is always the 3rd of December. Sometimes it will randomly work correctly, only to cap the view at December 3rd again the next time I log in.
