It looks like Apple started fixing the problem. Some accounts which were deactivated yesterday already active now. Thank you Apple!

Finally all deactivated accounts were activated and everyone received apologize email from Apple. You were mistakenly sent an email informing you that the legal entity associated with your Apple Developer account matched a restricted region. Your legal entity does not match the restricted regions list and we have corrected the error.  Your developer account is now active and any associated apps and in-app purchases are once again available. Is it the problem with search results or the app is unaccessible by direct link? In which regions app is available? If the app access is limited may be that's mismatch with account's region you are trying to search in AppStore?

iPhone language is not the same as your AppStore account's region language AFAIK
