Found the solution - my computer couldn't reach https://northamerica-1.object-storage.apple.com/, which led to the upload error. Changing my DNS solved the issue

In my situation, I called the developer support line. They sent me an email to a link where I sent a picture of my ID, and the person on the other end verified it and activated my developer account within a few minutes.
