The Problem was that the bank information was missing. So check the Bank and Tax information and select the in app purchases / subscriptions before submitting and it should be work.

I’m experiencing the same issue—my subscriptions are not available in TestFlight. I haven't filled out the bank information yet either. Do you know if the missing bank information is really the reason why the subscriptions aren’t showing up in TestFlight?
