Have you tried to submit an appeal? I used that a couple of times when it felt like I was bashing my head against a wall and both times the app was approved. Definitely include the originally provided information in your request. https://developer.apple.com/contact/app-store/?topic=appeal

Same here on Chome. (I managed to get in using Safari after lots of refreshing though). On Chrome I'm seeing this error; Refused to execute script from 'https://appstoreconnect.apple.com/access/static/js/main.b7dc51f4.js' because its MIME type ('text/html') is not executable, and strict MIME type checking is enabled Hope that helps :)
